IDEAS: CORE Joins Multi-Country Think Tank Initiative

Together with the Fondation pour la Recherche Stratégique (FRS), the Polish Institute of International Affairs (PISM) and the Moscow State Institute of International Relations (University) of the MFA of Russia (MGIMO), CORE will take part in a recently launched initiative under the name of IDEAS. IDEAS, the Initiative for the Development of a Euro-Atlantic and Eurasian Security Community, follows the mandate for the establishment of a Security Community, as envisioned by the OSCE participating States in their 2010 Astana Commemorative Declaration. OSCE Secretary General Zannier as well as the four foreign ministers of France, Germany, Poland and Russia voiced their support for this crucial initiative. | ...more

Annual Conference of the British Associa-tion for Slavonic and East European Studies

Elena Kropatcheva attended the Annual Con-ference of the British Association for Slavonic and East European Studies (BASEES) on 2-4 April 2011 in Cambridge. This is the largest conference of its kind in the UK, where re-searchers from the UK, Russia, Germany and other countries present their research on cul-ture, literature, history and domestic and foreign policies. She also became a BASEES member. Kropatcheva presented her paper, “Russian Foreign Policy Held Captive by Its Psychologi-cal Complexes”, as part of a panel on “Russia and the World: Foreign and Security Policies,” chaired by Prof. Stephen White (Glasgow Uni-versity). Dr. Peter Duncan (SSEES-UCL, Lon-don) acted as discussant. As the subject of Russian foreign policy is of great interest, the panel was very well attended.

Pilot Project on the Afghanistan Policies of the Central Asian States The pilot project on the Afghanistan Policies of the Central Asian States has received financial support from the Deutsche Stiftung Friedensforschung. This project aims to address the seriously under-researched question of which policies the five Central Asian (CA) states have pursued on Afghanistan. This kind of research is essential for formulating a strategy for the stabilization of Afghanistan after the withdrawal of coalition forces. Deeper knowledge of the Afghanistan policies of the CA states is also vital for a better understanding of the dynamics of the conflict potentials in Afghanistan and Central Asia, which have so far remained separate. As a part of the pilot project, a field trip to Kazakhstan, Uzbekistan and Tajikistan is planned for March 2011. | ...more

A group of journalists from Kazakhstan visited CORE on 19 November 2010 to learn more about CORE’s capacity building activities. The journalist’s visit to Hamburg, was part of an information-gathering trip on “rule of law and media in Germany” funded by the Friedrich Ebert Foundation and organized by Sebastian Schiek, PhD student at CORE. Among the participants was Dr Dossym Satpaev, a political scientist who regularly writes for the Kazakhstani newspapers “Svobodo Slova” and “Liter”, Eduard Poletaev, chief editor of the newspaper “Izvestia Kazakhstan”, Botagos Sejdakhmetova, the political correspondent of the newspaper “Novoe Pokolenie” and Andrej Cherbotaev, a member of staff of the Kazakhstani Office of Human Rights. Dr Wolfgang Zellner and Dr Anna Kreikemeyer gave an introduction on CORE and the capacity building activites in Central Asia, which was followed by a lengthy and lively discussion on rule of law in Central Asia, the Kazakhstani OSCE Chairmanship and the future of the OSCE. Presentations and discussions were concluded by a joint lunch.



CORE Working Paper 21 Balancing by Cross-Linking. Renewed Dialogue on the OSCE Economic and Environmental Dimension
- Discussions within the OSCE in 2009 and 2010 have revealed once again that there is no clear vision regarding the future development of the OSCE’s second dimension. Frank Evers recapitulates the course taken by second-dimension talks since the reform discussions of 2005/06 and reflects current debates within the Corfu Process. He considers relevant documents adopted by the OSCE since Maastricht 2003. His recommendations summarize a number of significant national positions and views of OSCE experts at headquarters and in the field (download).

New publication by CORE member Ulrich Kühn: Politico-military security: a dimension in transition; Commentary to the OSCE's Review Conference, Vienna, 18-26 October 2010 - The upcoming OSCE Summit in Astana will be a crucial turning point for the OSCE. It could mark a political breakthrough, provided that the participating States agree on meaningful mandates. This is especially true for the OSCE's first dimension. Now that the Corfu Process has kick-started the Herculean task of renewing the OSCE, it is incumbent to pursue goal-oriented negotiations. (Link)

European Security Dialogue Meetings in Geneva and Ditchley Park - With a clear view to the forthcoming NATO and OSCE Summits, a number of European security dialogue meetings took place in September 2010. The series opened with the 2nd Chambésy Roundtable on 9/10 September in Geneva, organized by the Geneva Centre for Security Policy and the Swiss Federal Department of Foreign Affairs (FDFA). A week later (17/18 September) in the same city, the Graduate Institute with the support of the FDFA, hosted its Focus OSCE Meeting 2010. And finally, on 24 – 26 September, the EastWest Institute convened its Eminent Persons Group “Plus” (experts) meeting on Euro-Atlantic security in Ditchley Park near Oxford (UK). All these meetings, in which the Head of CORE, Dr Wolfgang Zellner, participated as speaker, chair and/or rapporteur, reflected a substantial improvement in the political atmosphere: Participants not only exchanged statements, as was quite usual not so long ago, but also listened to one another. The growing interest in improved European security relations was also shown by the active participation of high-ranking representatives of NATO, OSCE, EU, and - this is a new development - the CSTO (Collective Security Treaty Organization), as well as of key states. Remarkably, the OSCE and its specific security dialogue, the Corfu Process, have attracted much more attention than in previous years. However, it has not yet been possible to translate this improved dialogue framework into agreements on concrete issues. Whether protracted conflicts, arms control or more general issues of the European security order, nowhere has consensus already been achieved. Although this is no surprise after a decade of growing tensions, it is now time to make concrete progress. Adopting a related work program is the key task of the OSCE Summit in Astana on 1 and 2 December 2010.

Russian International Studies Association Convention in Moscow - On 24-25 September 2010, CORE researcher Dr Elena Kropatcheva participated in the VI Russian International Studies Association (RISA) Convention “Russia and the World after the Global Crisis: New challenges, new opportunities?” at MGIMO University, Moscow. She presented her paper “The Western Perception of Russia’s Role in European Security: What does Russia want?” within the framework of session the “Security: the National, Regional, International and Global Dimensions: Acute problems of arms control and non-dissemination of WMD.”

Regional Seminar on the OSCE Code of Conduct in Minsk - On 21 – 23 September 2010, the OSCE, together with Austria, Belarus and Switzerland, organized a regional seminar on the implementation of the Code of Conduct on Politico-Military Aspects of Security in Eastern Europe. The meeting, in which almost all states of the region participated, took place in Minsk, the capital of Belarus. The Code of Conduct is an OSCE document that formulates basic principles for the use of armed forces between and within states. Dr Wolfgang Zellner, Head of CORE, participated in the seminar and delivered the keynote speech.

Central Asian Youth Network, Kazakhstan - From 22-25 June and from 21-24 September 2010, Dr Diana Digol, researcher and Sebastian Schiek, PhD candidate at CORE, served as academic advisors for the Central Asian Youth Network (CAYN) organized by the OSCE Centre in Astana, Kazakhstan. They oversaw the research of two student groups working on freedom of the media and "blogging" in Central Asia and on the consequences of labor migration in the region. Between June and September they acted as supervisors for the participants. During the seminars Ms Digol gave a speech on the freedom of the media in Central Asia and Mr. Schiek a lecture on labor migration in Central Asia and the consequences of the global financial crisis.

GCSP – OSCE Academy – Nupi – Nesa Seminar in Bishkek - From 15-17 September 2010, Dr Anna Kreikemeyer, senior research fellow at CORE participated in the 3rd GCSP - OSCE Academy – Nupi -Nesa Seminar “Central Asia 2010” at the OSCE Academy in Bishkek. The organizing institutes hold an annual forum for security policy experts from Eurasia, East and South East Asia, Europe and the United States. Through a series of inter-linked panel discussions, this seminar identifies and analyses key security trends in Central Asia with a particular focus on their likely strategic implications. Anna Kreikemeyer presented a paper on the Kazakhstani OSCE Chairmanship 2010.

British International Studies Association Working Group Russian and Eurasian Security - On 16 September 2010, Dr Elena Kropatcheva, researcher at CORE took part in the British International Studies Association’s (BISA) Working Group on Russian and Eurasian Security Launch Workshop that took place at King’s College in London under the title “Security in the Former Soviet Space.” Around thirty specialists with expertise in Russian, Caucasian and Central Asian affairs, from the UK and some other European countries, gathered to discuss the current empirical and theoretical security challenges in the region.

Russia’s Policy towards the Ukraine - A New Monograph from IFSH

The study is a theory-driven empirical analysis of the Russian policy towards Ukraine during the presidency of Vladimir Putin. It is the first extensive study which looks at the primary goals and strategies of Russian foreign policy as a whole, but above all, with a focus on Ukraine. The book deals with the current problems of the relationships of Russia with the EU and with NATO and also gives an overview of their historical roots.  The economic and the security policy levels are the focus of the analysis.  The theoretical approach of the study is original:  It deals with a comparative analysis of Russian policy towards Ukraine through the prism of realism and constructivism within the framework of the “third debate”.  The volume makes an important contribution to the understanding of Russian foreign policy towards the Ukraine and its background, goals and dynamics.  It is of particular interest for students and scientists who are concerned with Russian-Western relationships.  The book is a part of the series Democracy, Security, Peace, volume 201.

Visiting Fellows from Central Asia and Russia - From 4-29 August 2010, three researchers from Central Asia and Russia visited CORE and worked with Dr Anna Kreikemeyer, senior research fellow at CORE on the empirical and conceptual bases for a research project on foreign and security policies of Central Asian states. This cooperative project was funded by the International Office of the Federal Ministry for Education and Research (BMBF). Wort “Photo” weg! The visiting fellows in front of the institute: Raushan Serik, Rustam Makhmudov, Igor Proklov The working group consisted of Dr Raushan Serik, research fellow at the Kazakhstani Institute for Strategic Studies under the President of the Republic of Kazakhstan (KISI) in Almaty, Dr Rustam Makhmudov, Centre for Political Studies (CPS) in Tashkent and Dr Igor Proklov, expert on Turkmenistan from the Centre for Caucasian and Central Asian Studies at the CIS Institute in Moscow. During their fellowship the researchers received an introduction to the methodology of the project and then took over empirical research tasks on the foreign and security policies of Kazakhstan, Turkmenistan and Uzbekistan. The results will be published in a joint article. Lena Kulipanova and Sebastian Schiek, both PhD candidates at CORE provided support to the project.

World Congress of the International Council for Central and East European Studies in Stockholm - At the VIII World Congress of the International Council for Central and East European Studies that took place in Stockholm, Sweden from 26-31 July 2010, three CORE researchers organized and chaired panels and presented their own papers. Dr Diana Digol organized the anel “Foreign Policy in Central Asia in a Eurasian context” and gave a presentation with the title “Russia’s foreign policy towards Central Asia: New patterns”. In addition, Digol also successfully raised funds for the panel participants from Central Asia. Dr Elena Kropatcheva presented a paper on “Russia's Policy within and in Relation to European and Euro-Atlantic Institutions: Patterns of (In-)Consistence” on the panel "Russia's relations with the West: New views on an old theme". On the panel “The EU in the post-Soviet space: Partnerships, problems, perspectives”, she participated as a discussant. Elena Kulipanova, PhD candidate at CORE organized the panel on “Regional Cooperation in Central Asia: Current State and Future Prospects“, in which she also participated as a speaker. The topic of her presentation was “Functional Cooperation in Central Asia: A Case of Asymmetrical Interdependence?” All forums provided an opportunity for a lively exchange of information and helped to further establish useful academic contacts.

New publication by CORE member Ulrich Kühn, CFE: Overcoming the Impasse, in: Russia in Global Affairs, 8 (2).
Russia and the West have lost a great deal of trust in each other, and trust is proving hard to restore, the maintenance of existing arms control regimes such as CFE remains an important political objective, even if the military rationale behind their establishment at the end of the Cold War has largely vanished. Ulrich Kühn therefore proposes concrete steps for overcoming the current impasse. Link

Ulrich Kühn at the 14th OSCE Summer Academy in Stadtschlaining - On 23 June, 2010 Ulrich Kühn was invited to give two lectures, dedicated to the politico-military dimension of the OSCE, at the 14th OSCE Summer Academy in Stadtschlaining. The annual OSCE Summer Academy is being organized by the Austrian Study Center for Peace and Conflict Resolution (ASPR) together with the Diplomatic Academy of Vienna under the auspices of the OSCE. In his two lectures Ulrich Kühn focused on the topics of arms control, CSBMs, conflict prevention and crisis management, border management, and combatting trafficking in human beings. The 20 participants were either citizens of OSCE Member States or OSCE Partner States.

New publication by CORE member Ulrich Kühn, Medvedev’s Proposals for a New European Security Order. A Starting Point or the End of the Story?. Connections, The Quarterly Journal, 9 (2), pp. 1–16.
The article analyzes President Dmitry Medvedev's draft European security treaty issued by the Kremlin in November 2009. Ulrich Kühn comes to the conclusion that the treaty in its current form is politically not feasible but rather opens the door for a serious debate on European security structures.

Conference The International Crisis and the Post-Soviet States in Glasgow - Elena Kropatcheva took part in a conference “The International Crisis and the Post-Soviet States” at the University of Glasgow on 13-14 May 2010. The aim of the conference was to examine the implications of the financial crisis that began in late 2008 for the post-Soviet states, particularly Russia, Ukraine, Belarus and Moldova. Kropatcheva presented a paper “Ukraine’s Foreign Policy Choices after Presidential Elections in 2010,” in which she examined the implication of the global financial crisis on Ukraine’s presidential elections and the foreign policy choices of the country. She considered whether the foreign policy after the “blue revolution” will be Russia- or Western-oriented, or whether the new president will be able to conduct a balanced “multi-vector” policy.

Presidential Election observation with the OSCE EAM in Austria in 2010 - Diana Digol was a part of the OSCE / ODIHR election assessment mission deployed for the presidential election held in Austria on 25 April. This was the first mission to observe the national election in Austria. The mission was led by Julian Peel Yates and consisted of 11 experts.
Although no systematic observation of the procedures on the Election day was carried out, the experts observed the overall conduct of election, including the legal framework for the election, the political campaign, the work of the election administration at central and regional levels, as well as the complaints and appeals process. CORE Working Paper 20 OSCE Efforts to Promote the Rule of Law: History, Structures, Survey released
- This working paper describes the gradually evolving definition of rule-of-law promotion in the OSCE from 1973 to the present day and describes relevant OSCE structures. It also presents the results of a survey carried out by CORE among those responsible for the rule of law in the field operations in April and May 2009. It ends with conclusions and recommendations on the OSCE's promotion of the rule of law in terms of events, personnel questions, topics, and guidelines. The paper was commissioned by the Federal Foreign Offce of the Federal Republic of Germany. (download)
